The link is working fine for me and I checked it right now. We also changed some settings in our servers and will wait for the next few days to see it the problems get fixed. if they do not get fixed we will move to some other server as we mentioned in today’s release post.

No. It does not work for XP as themepack extensions were not available in the XP era.
However, you can extract the backgrounds using 7 zip and use the backgrounds on your computer. You can download 7 zip from here
